In accordance with the Declaration on the Advancement of South-North Korean Relations, Peace and Prosperity, which was adopted at the historic South-North Summit Meeting held in Pyongyang October 2007, the First South-North Prime Ministerial Talks on implementing the declaration was held in Seoul from November 14 to 16.

The South and the North shared the view that the Declaration on the Advancement of South-North Korean Relations, Peace and Prosperity advances inter-Korean relations to a higher level and has a significant meaning in opening a new ground to realize peace on the Korean peninsula as well as prosperity of the people of Korea and unification of Korea and, to faithfully implement the declaration, the two sides have agreed as follows.

Article 1

According to the spirit of “by-the-Korean people-themselves” in the June 15 Joint Declaration, the South and the North have agreed to firmly shift the inter-Korean relations to that of mutual respect and confidence and to actively take measures to develop the relations in the direction toward national unification.

1. The South and the North have agreed to take necessary measures by respectively taking internal steps to make the June 15 as a joint anniversary of the Korean people to commemorate the opening of the era of reconciliation, peace, prosperity and unification.
2. The South and the North have agreed to hold a joint inter-Korean event, to be participated by the government authorities and the private sector, to commemorate the eighth anniversary of the June 15 Declaration in Seoul next year.
3. The South and the North, to develop inter-Korean relations in the direction toward national unification, have agreed to discuss adjusting their own legal and institutional mechanisms.
4. The South and the North have agreed to expand contacts and dialogue in various areas including those between parliaments, with both governments actively supporting inter-parliamentarian talks.

Article 2

The South and the North have agreed to create the Special Peace and Cooperation Zone in the Yellow Sea to promote peace and common interests in the Yellow Sea area.

1. The South and the North have agreed to designate a certain area as a peace zone and manage it to guarantee joint fishing, passage of civilian vessels and maritime transportation in the Yellow Sea.
2. The South and the North have agreed to discuss and decide in separate meetings the location and scope of the peace zone and joint fishing area in the spirit of mutual benefits and embark on joint fishing within the first half of 2008.
3. The South and the North have agreed to discuss and settle the matter regarding efficient management of the joint fishing area and fishery cooperation in December 2007 at a subcommittee created under a Committee to Promote the Special Peace and Cooperation Zone in the Yellow Sea.
4. The South and the North have agreed to construct a special economic cooperation zone in Haeju (Haeju Special Economic Zone) and also to develop the zone gradually in connection with the Gaeseong Industrial Complex.
5. The South and the North have agreed to utilize Haeju port in harmony with common national interest to facilitate efficient handling of maritime cargos increased following the construction of Haeju Special Economic Zone.
6. The South and the North have agreed to hold working level contacts and conduct on-site survey within this year for the development of Haeju Special Economic Zone and Haeju port, and discuss and decide specific plans for the project within 2008.
7. The South and the North have agreed to hold working-level contacts and conduct on-site survey at an early time, so as to begin excavation of sand and gravel at the Han River estuary within 2008.
8. The South and the North have agreed to discuss and resolve the designation of sea lane for the direct route of civilian vessels to Haeju and procedures for passage by holding in December a meeting of Subcommittee for Cooperation on Inter-Korean Shipbuilding and Maritime Transportation to be formed under the Joint Committee for Inter-Korean Economic Cooperation.
9. In connection to the construction of the Haeju Special Economic Zone, the South and the North have agreed to discuss the issue of establishing legal and institutional mechanisms for entry, stay, communication, customs, quarantine and transaction of fund.
10. The South and the North have agreed to form the Committee to Promote Special Peace and Cooperation Zone in the Yellow Sea and have adopted an Agreement on Formation and Management of the Committee to Promote Special Peace and Cooperation Zone in the Yellow Sea.
    
    The South and the North have agreed to hold the first meeting of the Committee to Promote Special Peace and Cooperation Zone in the Yellow Sea in Gaeseong in December.

Article 3

The South and the North have agreed to actively promote economic cooperation for a balanced development and co-prosperity of the Korean national economy.

1) Cooperation in Road and Railway

1. For the joint use and facilitation of freight transportation of Seoul-Sinuiju highway and railway, the South and the North have agreed to begin the repair work on Gaeseong-Pyongyang highway and Gaeseong-Sinuiju railway in 2008 and have agreed to start the on-site survey within this year.
2. The South and the North agreed to hold working-level contacts in Gaeseong on repairs of Gaeseong-Pyongyang highway from November 11 to 12 and Gaeseong-Pyongyang railway from November 20 to 21.
3. The South and the North agreed to conduct repairs of Seoul-Sinuiju railway to be used by a joint cheering squad for the 2008 Beijing Olympic Games.
4. The South and the North have agreed to guarantee the provision of designs, equipment, materials and workforce at an appropriate time for repairs and joint use of Gaeseong-Pyongyang highway and Gaeseong-Sinuiju railway.
5. The South and the North agreed to form a Subcommittee for Cooperation on Inter-Korean Roads and a Subcommittee for Cooperation on Inter-Korean Railways under the Joint Committee for Inter-Korean Economic Cooperation.

2) Construction of Cooperative Shipyards

1. The South and the North have agreed to initiate the construction of a ship block plant in Anbyeon within the first half of 2008 and expand the shipbuilding capacity step by step.
2. The South and the North have agreed to actively promote modernization of equipment and technical cooperation in Yongnam ship repair plant in Nampo and the construction of ship block plant at an early date.
3. The South and the North have agreed to conduct the second on-site survey of the Anbyeon and Nampo area in December.
4. For the construction of joint shipyards in Anbyeon and Nampo, the South and the North have agreed to discuss and resolve the issue of establishing legal and institutional mechanisms for entry, stay, communication, customs, quarantine and transaction of fund.
5. The South and the North have agreed to form and manage a Subcommittee for Cooperation on Shipbuilding and Maritime Transportation under the Joint Committee for Economic Cooperation. The two sides have agreed to hold the first meeting of the subcommittee in Busan in December to discuss in detail the construction and management of joint shipyards.

3) Expansion of the Gaeseong Industrial Complex

1. The South and the North have agreed to complete the first-stage development of Gaeseong Industrial Complex at an early date, conduct land and geological survey for the second-stage development in December this year, and launch the second-stage construction within 2008.
2. The South and the North have agreed to guarantee the supply of workforce necessary to activate the first-stage operation at an appropriate time and work together to build dormitories and other facilities for the workers.
3. The South and the North have agreed to discuss and promote construction of roads and operation of rail services for the workers commuting to the Gaeseong Industrial Complex.
4. The South and the North have agreed to begin freight-rail services between Munsan and Bongdong from December 11, 2007. To this end, the two sides have agreed to promote the construction of temporary container and freight yards in Panmun Station and the finishing works on signal, communication and electric systems and the connected section of the railway at an early date.
5. The South and the North have agreed to hold working-level contacts on freight rail service between Munsan and Bongdong in Gaeseong from November 20 to 21, adopt an Annex to the Basic Agreement on Inter-Korean Railroad Operations and hold the first meeting of the Joint Committee for Inter-Korean Railroad Operation in Gaeseong early December.
6. The North and the South have agreed to improve the passage procedures within this year for South Korean people and vehicles to easily enter and exit the Gaeseong Industrial Complex from 07:00 to 22:00. The two sides agreed to begin the construction of a communication center equipped with ten thousand lines to launch wired and wireless communication service starting 2008 and also to discuss establishing a freight unloading site to guarantee fast and systematic customs clearance.
7. The South and the North have agreed to hold working-level contacts in Gaeseong in December to actively promote the construction of the Gaeseong Industrial Complex and implement the agreements on passage, communication, and customs clearance.
8. The South and the North have agreed to form and manage a Subcommittee for Cooperation on the Gaeseong Industrial Complex under the Joint Committee for Inter-Korean Exonomic Cooperation.

4) Cooperation on Resource Development, Agriculture, Public Health and Medicine

1. For the cooperation in Danchun mining district and other resource development projects, the North and the South have agreed to conduct the third on-site survey in December and to discuss and finalize concrete project plans within the first half of 2008.
2. The South and the North have agreed to specifically implement cooperative projects agreed in the agricultural sector, and to initiate the construction of seed production and processing facilities and genetic resources preservation facility within this year.
3. The South and the North have agreed to promote modernization and construction of hospitals, medial equipment and pharmaceutical factory, provide supply of medical equipment and resources and actively cooperate on the control of communicable diseases and the advancement of Korean medicine.
4. The South and the North have agreed to work together for the production, processing and distribution of fishery products in the waters of mutual concern.
5. The South and the North have agreed to promote cooperation projects on reforestation and prevention of blight, harmful insects and environmental pollution.
6. The South and the North have agreed to form and manage a number of subcommittees under the Joint Committee for Inter-Korean Economic Cooperation to promote cooperation in such areas as development of mineral resources, agriculture, public health, fishery and environmental protection.

5) Formation and management of the Joint Committee for Inter-Korean Economic Cooperation

1. To smoothly promote joint economic projects, the South and the North have agreed to form under the prime ministers’ talks a Joint Committee for Inter-Korean Economic Cooperation headed by vice prime minister-level officials and adopted an Agreement on the Formation and Management of the Joint Committee for Inter-Korean Economic Cooperation.
2. The South and the North have agreed to hold the first meeting of the Joint Committee for Inter-Korean Economic Cooperation from December 4 to 6 in Seoul.

Article 4

The South and the North have agreed to take measures to advance exchanges and cooperation in the social and cultural area, including history, language, education, culture and arts, science and technology and sports.

1. The South and the North have agreed to form a Committee to Promote Inter-Korean Social and Cultural Cooperation and to promote various cooperative projects in the social and cultural area, including excavation of historic relics and documents, joint compilation of a Grand Dictionary of Korean Language, modernization of education equipment and school facilities, promotion of joint cultural events, training of scientists and engineers, construction of a science and technology cooperation center, exchange of weather information and provision of observation equipment, and joint cheering in 2008 Beijing Olympic Games.
2. The South and the North have agreed to actively cooperate for smooth promotion of tourism projects in Mt. Baekdu and the city of Gaeseong and hold a working-level meeting in Gaeseong in early December to discuss the opening of direct flight route between Seoul and Mt. Baekdu.
3. The South and the North have agreed to hold a working-level contact in December to discuss the issues related to joint cheering squad’s participation in Beijing Olympic Games using Seoul-Sinuiju railway in 2008.
4. The South and the North have agreed to hold a meeting of the Committee to Promote Inter-Korean Social and Cultural Cooperation in the first half of 2008 and have a working-level contact for meterological cooperation, including sharing of weather information and provision of observation equipment, in December this year.

Article 5

In striving for national reconciliation and unity, the South and the North have agreed to actively promote cooperation projects in the humanitarian area.

1. The South and the North have agreed to celebrate the opening of the offices of the respective side at the Mt. Geumgang reunion center on December 7 and exchange sample video messages between the separated families and their relatives in the beginning of year 2008.
2. The South and the North have agreed to hold the ninth round of inter-Korean Red Cross talks from December 28 to 30 in Mt. Geumgang to discuss issues of expanding reunions of separated families and their relatives, having reunions on a regular basis and having resident representatives of both sides at the Mt. Geumgang reunion center, as well as the issue related to those who have been missing since the time of Korean War and thereafter.

Article 6

The South and the North have, in case of natural disasters, agreed to promptly notify each other and take measures to prevent the expansion of damages, and in the spirit of fraternity and based on the principle of mutual assistance, the two sides have agreed to actively cooperate on recovery efforts.

Article 7

The South and the North agreed to hold prime ministerial talks once every six months and hold the second round of talks in Pyongyang in the first half of 2008.

Article 8

Revision and Effectuation of the Agreement

1. The Agreement can be revised and supplemented by a mutual consent between the two sides.
2. The Agreement will go into effect from the date the South and the North exchange the document after each side has completed necessary internal procedures.
